Obituary of Dean Charles Noll

Dean Charles Noll died Sunday August 3, 2003, at home, surrounded by his family. His death was gentle. Born Oct 7, 1927, in Brooklyn, NY, he lived in Texas and Wenonah, NJ before moving to Denville, NJ in 1944. Mr. Noll graduated from Mountain Lakes High School, and in 1950 received his bachelor of Civil Engineering from Manhattan College, specializing in water supply and distribution. He joined the North Jersey District Water Supply Commission at Wanaque Reservoir following graduation. He retired in 1993 as Chief Engineer. His career was highlighted by the conception and design of the Wanaque South Project, which includes the Monksville Reservoir in Ringwood and West Milford, the development of the Wanaque Water Treatment Plant, serving 800,00 people in northern New Jersey, and work on the Round Valley Reservoir. Mr. Noll was also involved with the design and construction of the Ramapo Pump Station, which diverted 150 million gallons of water daily from the Ramapo River at the base of the Pompton Lakes Dam. He had seen the completion of water supply facilities that today serve more than 2 million New Jersey Residents. He is the author of numerous articles published in professional journals dealing with resource development, the environment, repair of dams and resource protection. He had provided expert testimony in court cases, congressional and legislative hearings, and had presented technical papers in the country, England and Belgium In 2000, he was awarded the Abel Wolman Award of Excellence for the Outstanding Engineer of North America. In 1989, he was selected Engineer of the Year by North Jersey Branch of the American Society of Civil Engineers for his outstanding contributions to the civil engineering profession as one of the last true civil engineers and in 1977, he received the George Warren Fuller Award as outstanding Water Utility Man of the Year. Mr. Noll had served on various special committees and study groups for Denville, including Open Space, Library Reconstruction and Flood Damage Abatement, as well as the dam reconstruction at Indian Lake. He was a Confraternity of Christian Doctrine teacher for 20 years at St.Marys Parish in Denville, and was elected to Morris Catholic High Schools Hall of Fame for his services as a voluntary track coach and adviser. In 1994 he received the Nmorris County Track Coach Association Service Award. He was a Morris County track official for many years. Mr. Noll was an Eagle Scout. In 1947, while at Manhattan College, he was member of the AAU National Champion Mile Relay Team. Survivors include his wife of 53 years, Mary Elizabeth Liz Rienzo Noll; his six daughters, Gabriella Babbitt and spouse Tim, Alma Noll and partner Melani Fay, Ave Maria Miller and spouse Barry, Cheryl Black and spouse Curtis, Bernadette Noll and spouse Kenny Anderson, and Loretta Noll; four sons, Thaddeus and spouse Lisa, Justin Noll, Damien Noll and spouse Gwen, and Gregory Noll and spouse Eva; his brother Charles Noll, and 21 grandchildren.
